This may be worth trying - I have repainted two boats originally painted with one part paints by sanding with 120 grit and then priming with System Three Yacht Primer(High Build) The primer is a water based epoxy and does not seem to soften the old finish and acts as a barrier coat before applying a...

With care and patience, it might be possible to restore the color. Blue is harder than white as it tends to suufer from UV degredation. Pre-kote is not recommended for use under two part paints such as Sterling or Interlux Perfection, it is OK for use with one part yacht enamels or Interlux Brightsides. The reason is that the solvents in the two part paints can "eat" their way through the Prime Kote causing one big problem...
