One sentence is a little vague there. "The white stern light must cover 135 degrees and be visible for 2 nautical miles, or you can substitute one 360-degree all-around white light." This is in addition to sidelights, not in lieu of them, unless you're under 7 meters, approximately 23 feet...

The tri-color from west marine displays running lights and anchor light and can be used on sailboats less than 20 meters. $1250 doesn't sound like too much, if the headsail has a foam luff and UV cover. (I'm assuming roller furling.) These add some $$. Racers will spend $10,000 annually on sails. I'm not a racer, or at least one that will invest that kind of dough. It depends on what you want, but with respect, I think...
