If it was me, I'd go outboard on a bracket too. You gain cockpit space as well.

Not necessarily but it is straight. I will check on the plans but the baseline is not always parallel to the keel. Stick with the plans. Tom Tom, it's a rebuild. As far as the foam, I'd seal the compartments and foam with closed-cell foam like sold at Boat Builder Central . No limber holes.
