I am not really sure. Reid (or was it Jeff?) put together a bill of goods, from the plans, and I drove down from Alabama to Ft Pierce to pick it up in February.
Got plywood, epoxy, fairing materials, tape, cloth, filler, etc..... and the sheets of foam. I think they are Divinycell H80? Whatever Reid sold me. I am a trusting soul.
Looks to be about 12mm thick?

If it is Divinnycell it is good stuff. It will not take a lot of glass to make it tough. First boat I ever built I used it. That thing was butt ugly but it was damn tough. Later on I built the house for a work boat out of the foam and it worked out good.

What is your recommendation for the type of cloth that should be used to sheath the foam? Note Tom above recommends no less than 12oz biaxial cloth. He's prolly right, though I had hoped to use a woven cloth for less weight, easier application and easier fairing.

It depends on what loads you think it will be seeing. In my case the skiff got put through pure hell on more than one occasion. The work boat's cabin had to deal with solid green water coming over the bow. It had 1/2 Lexan mounted over the window openings to keep from punching the windows out.
It will cost a little more for the glass but you can try 6oz on both sides and see if it works for you. If the panel is not stiff enough you can add more six oz. Biggest problem with 6oz or even 12 is it will puncture pretty easy.

As noted above, the GT-23 plans call for the use of foam sandwich for the cabin sides and top. (Plywood is the second choice.)
The plans show the foam sheathed on both sides with 3mm plywood. But not long before he died, Jacques sent word thru Reid (or Jeff) that I could dispense with the plywood sheathing and use fiberglass cloth instead for the sheathing. Any thoughts here?

You don't want to go down to 12 oz db because it'll sag over the years and lose shape..Tom is correct, the db1200 is rock bottom minimum.
I'd stick with 17 oz glass; a bit depends on the panel sizes and internal structure
