Stringer pads

In one of the bateau foam tutorials it shows a foam pad with 45s on each side under a stringer. Is that pad glued down with epoxy to the hull and then the stringer glued to the pad or is it just floating there say with hotglue and then the tabs hold it all in place?

No air gaps = everything filled with epoxy putty.
Never any air, that's the principle. How you keep it in place while you add the resin is up to you. Hot glue gun is fine, weights or clamps are good too.
