FS 18 kit

I am looking at acquiring an orphaned FS18 kit that is partially completed. The hull is together, but for some reason the initial builder put a layer of fiberglass matte on the hull instead of the fiberglass cloth that came with the kit. Would I have to sand off the fiberglass matte before going ahead with the fiberglass cloth? Or could I just put the fiberglass cloth over the matte. Thanks in advance for your comments.
