Here is a void under vac in corecell. A $1500 part was scrapped due to these...caused by gelation before vac was applied.

Show me your fin roller. Early on, I realized only one roller was worth a damn. The others pushed air around..

So back to the original question, what, if anything, do I do to “scuff” the low spots between the weave for tooth? Is a green 3M pad enough? If I go with sandpaper, I start exposing glass - and maybe still not knock the sheen off in there.

My fin roller is the blue handled one Joel sells here. Though it’s time for a new one on my next order. Current one is full of cured epoxy(post the “issue” in the pics).

So the sheen with the dime in the pick is not anything you can do much about...that sheen can be managed by peelply, but you are past that.
Just run a scotchbrite pad over it. Then you can fair or neatcoat and then fair after gelation.

Another way to check that is to roll fresh epoxy over it. But in order to check it by cutting; you MUST cut to the wood, then push the blade in.
If you don't want to; it is your boat.
Another way is to look for movement. Just push with a flat screwdriver; if it moves there is a void..
If fresh epoxy and there is still white; it is a void..

As mentioned by someone earlier… wire wheel/brush might get you better than scotch bright.

No movement either. I’m thinking there was too much resin and the glass floated. Also a problem, but in my opinion less painful to deal with. I hate sanding out bubbles and patching. Just that much more to fill again.
I work wet on wet as much as I can, but once the area starts growing, it’s less and less feasible working on my own and in my spare time.
I appreciate your spending so much time with me today. I’ll get a scotch pad or two and go to town before I move on.
